It compares to the lowest ratio in Thames Valley, where there are 67 people on the sexual offenders’ registry for the same heads of population.

The overall number of registered sex offenders at large in England and Wales has doubled to 60,294 in the 12 years since figures began being compiled, it emerged.

And a record number – 2,228 sexual offenders – were cautioned or convicted for breaching notification requirements to police in the year up to the end of March.

Annual figures released by the Ministry of Justice reveal that in general, London and the Home Counties have a lower ratio of registered sex offenders living in the community.

Meanwhile, six of the 10 areas where the ratio of registered sex offenders is highest are in the North of England and four are in Wales.

A spokesman for the NSPCC said: “The scale of the problem is deeply concerning…”

But the children’s charity added the increase in numbers on the sexual offenders register “is a positive, particularly as some of these could pose an ongoing threat to children.”

The NSPCC spokesman stressed “the system must also be able to cope to ensure the rising numbers of registered sex offenders are being properly monitored in the community.”
