Kate Bennett, a CNN reporter, posted a picture of the First Lady failing to follow the guidelines.
She said on Twitter: “FLOTUS now shaking hands and talking closely with the 30 or so children at the art event, also hugging some of them.
“No masks on Melania Trump or the children.”
“A White House East Wing official tells me they were tested this morning. But the no-mask message is evident.”
Mrs Trump had previously advocated for American’s to wear masks when out in public, urging their usage long before the president did.
She encouraged Americans to wear face masks as early as April, and renewed her calls in July.
Mrs Trump added in a social media post: “Even in the summer months, please remember to wear face coverings & practice social distancing.
“The more precaution we take now can mean a healthier & safer country in the Fall.”
Mr Trump, in contrast, only encouraged their usage near the end of July.
The mask controversy comes ahead of Mrs Trumps RNC appearance.
Tonight will see the First Lady cap off an evening of speeches from government officials.
Also scheduled to appear is Secretary of State Mike Pompeo, along with Eric and Tiffany Trump.
