The findings said 39 per cent of the money was being spent on cannabis, 31 per cent on cocaine, 25 per cent on heroin and five per cent on amphetamines and MDMA.

Consumers can get highly potent products at steady or falling prices, said the report by the European Monitoring Centre for Drugs and Drug Addiction, and Europol.

Narcotics-related violence and corruption is increasingly evident as dealers use firearms, encrypted phones and fraudulent documents.

The UK is one of the five main heroin markets alongside France, Italy, Germany and Spain, said the study.

It added: “Pakistani and British crime groups appear to jointly orchestrate large-scale importation of heroin to the UK.”

Cocaine — historically trafficked by Colombians and Italians — is increasingly being moved by British and Irish gangs, the report said.

EMCDDA head Alexis Goosdeel said: “This is a wake-up call for policymakers.”
